SMHCA's partner, the National Board of Forensic Evaluators, has published a comprehensive table of the laws and rules governing counselors with respect to the administration and interpretation of psychological tests.  We've also updated our "analysis and position paper on counselors and testing."  This resource could be especially helpful when the Counseling Compact starts next year, as those who practice across state lines will have to adhere to the scope of practice in whatever state the client is located in.
